In May of 2004, DSWA began preliminary design of the Tres Rios Project. The project involves pumping effluent from the 91st Avenue Wastewater Treatment Plant into a system of constructed wetlands to polish the effluent for water quality improvements and to enhance the quality and quantity of riparian habitat along the Salt River.

The Tres Rios Project has evolved over many years of successful collaboration among a multitude of Federal, regional and local agencies with a vision for a wetland oasis in the desert. These agencies have worked for many years to see this vision develop into a cost effective alternative to meet more stringent discharge limits and flood control challenges. Since then, the concept has evolved and grown into an 500-acre project which serves a multitude of benefits to the City, its Sub-Regional Operating Group (SROG) partners, local citizens and students elementary through doctoral.
